Ministry Of Foreign Affairs (Soviet Union)
The Ministry of Foreign Affairs of the Union of Soviet Socialist Republics () was founded on 6 July 1923. It had three names during its existence: People's Commissariat for Foreign Affairs (1923–1946), Ministry of Foreign Affairs (1946–1991) and Ministry of External Relations (1991). It was one of the most important government offices in the Soviet Union. The Ministry was led by the Minister of Foreign Affairs prior to 1991, and a Minister of External Relations in 1991. Every leader of the Ministry was nominated by the Chairman of the Council of Ministers and confirmed by the Presidium of the Supreme Soviet, and was a member of the Council of Ministers. The Russo-Japanese War (8 February 1904 – 5 September 1905) was fought between the Russian Empire and the Empire of Japan over rival imperial ambitions in Manchuria and the Korean Empire. The major land battles of the war were fought on the Liaodong Peninsula and near Shenyang, Mukden in Southern Manchuria, with naval battles taking place in the Yellow Sea and the Sea of Japan. Zinovy Petrovich Rozhestvensky (, tr. ; – January 14, 1909) was a Russian admiral of the Imperial Russian Navy. He was in command of the Second Pacific Squadron in the Battle of Tsushima, during the Russo-Japanese War. Mikhail Leontyevich Mil (; 22 November 1909 – 31 January 1970) was a Soviet and Russian Aerospace engineering, aerospace engineer and scientist. He was the founder and general designer of the Mil Moscow Helicopter Plant. Biography Mil was born to a History of the Jews in Russia, Russian Jewish family in Irkutsk. His father was an employee of the Trans-Siberian Railway, and his mother was a dentist. His grandfather was a cantonist who had been drafted from Libava (today Liepāja), Latvia, and who settled in Siberia after 25 years in the Imperial Russian Navy. At age 12 Mil won the first prize in a model glider competition. In 1926 he entered the Tomsk Polytechnic University, Siberian Technological Institute in Tomsk; however, since there was no curriculum for aerospace engineering, he decided to transfer in 1928 to the Don Polytechnical Institute in Novocherkassk, where he was able to specialise in aviation.
