1839 Philadelphia Mayoral Election
The 1839 Philadelphia mayoral election saw John Swift return to office for a seventh overall non-consecutive term. This was the first Philadelphia mayoral election in which members of the general public were able to vote. Prior to this, the City Council solely elected mayors of Philadelphia. Beginning in 1839, the city began to operate under a mixed electoral system. Citizens voted for mayor in a general election. If a candidate received a majority of the vote, they would be elected mayor. However, if no candidate received a majority, the City Council would select a mayor from the top-two finishers. The 1840 Philadelphia mayoral election saw John Swift (politician), John Swift reelected to office for his eighth overall non-consecutive term. This was the first Philadelphia mayoral election in which the mayor wound up being solely elected by the general public. Since Swift received a majority in the general election, the Philadelphia City Council, City Council did not select the mayor. Beginning in 1839, the city operated under a mixed electoral system. John Swift (politician)
John Swift (27 June 1790, in Philadelphia – 9 June 1873, in Philadelphia) was an American lawyer and politician and long-time mayor of Philadelphia. He was admitted to the bar in 1810. He was a leader of the Whigs of Philadelphia and served as mayor 1832–1838, 1839–1841, and 1845–1849. In 1840, Swift became the first mayor to be elected by popular election. He is buried at Christ Church Burial Ground. Personal life John Swift was born in Philadelphia on January 21, 1790, his father was Charles Swift, one of the founders of the Pennsylvania Academy of the Fine Arts. Swift graduated from University of Pennsylvania in 1808 with a Bachelor of Arts Degree. Swift married Mary Truxton, daughter of Commodore Thomas Truxton, on March 11, 1808. Swift was admitted to the Pennsylvania Bar five days later on March 16, 1811. Isaac Roach
Isaac Roach (February 24, 1786 – December 29, 1848) was an American lawyer and politician who served one term as mayor of Philadelphia, from 1838 to 1839. He was a captain in the United States Army and fought in the War of 1812. He was brevetted to Major in April 1823, and resigned from the army on April 1, 1824. The Philadelphia City Council, the legislative body of Philadelphia, Pennsylvania, consists of ten members elected by district and seven members elected at-large. The council president is elected by the members from among their number. Each member's term is four years, and there are no limits on the number of terms a member may serve.
