Since 1 April 1996, Wales has been divided into 22 single-tier principal areas ( cy, Awdurdodau unedol), styled as counties or county boroughs ( or ) for local government purposes. The elected councils of these areas are responsible for the provision of all local government services, including education, social work, environmental protection, and most highways. Below these there are also (in most, but not all, parts of the principal areas) elected community councils to which responsibility for specific aspects of the application of local policy may be devolved. The last set of local elections in Wales took place in 2022, with the next due to take place in 2027. Cardiff Central () is a constituency of the Senedd. It elects one Member of the Senedd by the first past the post method of election. Also, however, it is one of eight constituencies in the South Wales Central electoral region, which elects four additional members, in addition to eight constituency members, to produce a degree of proportional representation for the region as a whole. History From 1999, Cardiff Central was a safe seat for the Liberal Democrats. However the seat was lost to Labour in 2011 with a huge 14.7% swing. In 2016 this was the Liberal Democrats target seat with their candidate Eluned Parrott a current regional AM for South Wales Central. Cardiff South and Penarth ( cy, De Caerdydd a Phenarth) is a constituency created in 1983 represented in the House of Commons of the UK Parliament since 2012 by Stephen Doughty, a Labour Co-op MP. Cardiff West () is a constituency represented in the House of Commons of the UK Parliament since 2001 by Kevin Brennan of the Labour Party. History A traditionally safe Labour seat, represented for 33 years by George Thomas (who became Speaker in 1976 and was re-elected without party affiliation in 1979). It has returned a Conservative only once, in the Tories' landslide year of 1983, when Stefan Terlezki became the MP. Labour regained the seat at the next general election in 1987, when Rhodri Morgan was elected.
