2009 Chadian Parliamentary Election
Parliamentary elections were held in Chad on Sunday, 13 February 2011, the first since 2002. The elections were originally scheduled for 28 November 2010, but were postponed following a meeting in September between the ruling party and opposition leaders. According to the National Independent Electoral Commission (CENI), this was due to timing constraints caused by complications encountered during electoral preparations. The administration of President Idriss Déby has been in power since 1990, and his party, the Patriotic Salvation Movement (MPS), had won nearly three-quarters of seats in the 2002 elections, but the results were condemned by observers as flawed. Since 1990, the results of Chad's elections have been consistently disputed by opposition parties and civil organisations. Ibni Oumar Mahamat Saleh (December 31, 1949 – disappeared February 2008) is a Chadian politician and opposition leader who headed the Party for Liberties and Development (PLD). Early life and education Saleh was born in Biltine, Chad. He is from Wadi Fira Region in eastern Chad and is a member of the Maba ethnic group. He studied Sciences (Mathematics) at the University of Orleans in France and obtained his PhD in 1978. He was a leader of the student movement named FEANF (Federation of Black African Students in France) and a leader of the first movement of rebellion in Chad named FROLINAT. The Battle of N'Djamena began on February 2, 2008, when Chadian rebel forces opposed to Heads of state of Chad, Chadian President Idriss Déby entered N'Djamena, the capital of Chad, after a three-day advance through the country. The rebels were initially successful, taking a large part of the city and attacking the heavily defended presidential palace. They did not capture the palace, and after two days of fighting they withdrew to outside the city. Around two days later they retreated east. The assault on the capital was part of a longer military campaign to unseat the Chadian president.
