Wang Minggui
Wang Minggui (; born 1954) is a general in the People's Liberation Army of China. A native of Shangqiu, Henan Henan; alternatively Honan is a province in Central China. Henan is home to many heritage sites, including Yinxu, the ruins of the final capital of the Shang dynasty () and the Shaolin Temple. Four of the historical capitals of China, Lu ..., Wang obtained the rank of major general in 2004. He was investigated by the PLA's anti-graft agency in November 2013 and transferred to judicial organs in January 2014. He served as Deputy Political Commissar of People's Liberation Army Information Engineering University before serving as Political Commissar of People's Liberation Army Air Force Command College in 2008. Shangqiu ( zh, ), Postal romanization, alternately romanized as Shangkiu, is a city in eastern Henan province, Central China. It borders Kaifeng to the northwest, Zhoukou to the southwest, and the provinces of Shandong and Anhui to the northeast and southeast respectively. Its population was 7,816,831 inhabitants as of the 2020 Chinese census whom 2,831,814 lived in the built-up (''or metro'') area made up of two urban districts (Liangyuan and Suiyang) and Yucheng county now being conurbated. People's Liberation Army Information Engineering University
The Information Engineering University (IEU) is a military university in Zhengzhou, Henan, under the People's Liberation Army. It was established in 1999. Before that, it was named as the PLA Information Engineering Institute. The name Zhengzhou Information Science and Technology Institute is used as a cover by researchers from the university, when they wish to hide their affiliation with the Chinese military. The name Zhengzhou Institute of Surveying and Mapping has been used for a similar purpose – that institute, officially known as the PLA Institute of Surveying and Mapping, was integrated into the PLA Information Engineering University in 1999.
