Transforming Community Services
Transforming Community Services was a programme in the English NHS which operated from 2008 at a national level and continued during the implementation of the Health and Social Care Act 2012. Although the rhetoric of the programme was about improving the quality of community services the reality was mostly concerned with structural changes. Community services in England did not fit easily into the model of the NHS developed under the National Health Service and Community Care Act 1990 and were repeatedly reorganised. When primary care trusts were established most of the free-standing community NHS trusts were dissolved and taken over by the PCTs – sometimes being divided up in the process. This left the PCTs in the position of both commissioning and providing services. The Transforming Community Services programme encouraged PCTs to divest themselves of their community services. Primary Care Trust
Primary care trusts (PCTs) were part of the National Health Service in England from 2001 to 2013. PCTs were largely administrative bodies, responsible for commissioning primary, community and secondary health services from providers. Until 31 May 2011, they also provided community health services directly. Collectively PCTs were responsible for spending around 80 per cent of the total NHS budget. Primary care trusts were abolished on 31 March 2013 as part of the Health and Social Care Act 2012, with their work taken over by clinical commissioning groups. Community Health Trust
As part of the English NHS programme of separating the provision of services from commissioning known as Transforming Community Services a number of community health trusts were established when these services were separated from primary care trusts. This was one of a number of options taken. In some places community services were transferred to an existing mental health trust or hospital trust. In South West England there was considerable pressure for staff to establish social enterprises such as Peninsula Community Health to take on these services. Campaigners in Gloucestershire successfully challenged the decision to establish a social enterprise to provide community health services there in 2012. A community interest company (CIC, colloquially pronounced "kick") is a type of company introduced by the United Kingdom government in 2005 under the Companies (Audit, Investigations and Community Enterprise) Act 2004, designed for social enterprises that want to use their profits and assets for the public good.
