Texas State Highway 45
State Highway 45 is a highway loop around Austin, Texas, that exists in two open segments. The official designation of SH 45 is such to form a complete loop around Austin, a distance of roughly . One segment is in southwest Austin and runs southeast from Ranch to Market Road 1826 to Farm to Market Road 1626 and intersects the southern terminus of State Highway Loop 1 (Texas), Loop 1 (Mopac Expressway). Between RM 1826 and Loop 1, the roadway is a divided, four-lane facility with a wide median intended to accommodate a future freeway, after which the current lanes would serve as frontage roads. Between Loop 1 and FM 1626, the roadway becomes a tolled freeway. The other segment is a toll road that forms a backwards C-shape along the boundary of Travis and Williamson County before bending down along the eastern edge of the Austin metropolitan area where it shares its route with Texas State Highway 130, SH-130. State Highway 63 (Texas)
State Highway 63 (SH 63) is a highway in east Texas that runs from Zavalla through Jasper, continuing east to the Louisiana border. History The highway was originally designated on August 21, 1923 along the easternmost branch of previously numbered SH 7 from Zavalla southeast to Bon Wier. On September 26, 1939, the section from Jasper to Bon Wier was transferred to U.S. Highway 190, while SH 63 was rerouted northeast to the Louisiana border via Burkeville, replacing part of SH 45. Operating Speed
The operating speed of a road is the speed at which motor vehicles generally operate on that road. The precise definition of "operating speed", however, is open to debate. Some sources, such as the AASHTO, have changed their definitions recently to match the common use of the word. In 1994, the AASHTO ''Green Book'' defined the operating speed as "the highest overall speed at which a driver can travel on a given highway under favorable weather conditions and under prevailing traffic conditions without at any time exceeding the safe speed as determined by the design speed on a section-by-section basis," a definition which a majority of US states still use. In July 2001, however, the AASHTO revised their definition for the new edition of the ''Green Book'' and defined it as "the speed at which drivers are observed operating their vehicles during free-flow conditions." Central Texas Regional Mobility Authority
The Central Texas Regional Mobility Authority (Mobility Authority) is an independent government agency created in 2002 to improve the transportation system in Travis and Williamson Counties in Texas. The Mobility Authority is headquartered at 3300 N. IH 35 in Austin. Governance The Mobility Authority is overseen by a seven-member Board of Directors. The Governor appoints the Chairman, and the Travis and Williamson Counties Commissioners Courts each appoint three members to serve on the Board.
