Shilo, Mateh Binyamin
Shilo ( he, שִׁלֹה / שילה ' is an Israeli settlement in the northern West Bank. Located 28 miles (45 km) north of Jerusalem on Route 60 and organised as a religious community settlement, it is neighboured by the Israeli settlements of Eli and Maale Levona and the Palestinian villages Sinjil, Turmus Ayya and Qaryut, and falls under the jurisdiction of Mateh Binyamin Regional Council. In it had a population of , including Shvut Rachel. The international community considers Israeli settlements in the West Bank illegal under international law, but the Israeli government disputes this. Location The city of Shilo held a central place in the Biblical history of the Jewish people. During the period between capturing the Land and building the Temple, in the days when Joshua divided the land among the 12 tribes, the Tabernacle resided in Shilo. Local councils (Hebrew: plural: ''Mo'atzot Mekomiot'' / singular: ''Mo'atza Mekomit,'' Arabic: plural: مجالس محليّة ''Majalis Mahaleea /'' singular: مجلس محلّي ''Majlis Mahalee'') are one of the three types of local government found in Israel, the other two being cities and regional councils. There are 124 local councils in Israel. Local councils should not be confused with local committees, which are lower-level administrative entities. History Local council status is determined by passing a minimum threshold, enough to justify operations as independent municipal units, although not large enough to be declared a city. In general this applies to all settlements of over 2,000 people. The Israeli Interior Minister has the authority of deciding whether a locality is fit to become a municipal council (a city).
