This is an incomplete list of statutory instruments of the United Kingdom in 1948. 1 January 1948 saw the coming into force of the Statutory Instruments Act 1946 which mandated statutory instruments. Prior to this act statutory rules and orders fulfilled a similar function and they formed the secondary legislation of England, Scotland and Wales prior to 1948. In many countries, a statutory instrument is a form of delegated legislation. United Kingdom Statutory instruments are the principal form of delegated or secondary legislation in the United Kingdom. National government Statutory instruments (or 'regulations') are primarily governed by the Statutory Instruments Act 1946, which replaced the system of statutory rules and orders governed by the Rules Publication Act 1893. Following the 2016 EU membership referendum and the subsequent publication of the European Union (Withdrawal) Bill, there has been concern that its powers enabling ministers to issue statutory instruments under the bill may enable the government to bypass Parliament. Statutory Rules And Orders
Statutory rules and orders were the means by which delegated legislation used to be made in the United Kingdom between 1893 and 1974 and in the Irish Free State until 1947. Statutory rules and orders began with the Rules Publication Act 1893. Prior to that Act there had been no consistent way of publishing orders, regulations or other delegated legislation made by the government. In Great Britain they were replaced by statutory instruments in 1948 following the passing of the Statutory Instruments Act 1946. In the independent state of Ireland statutory rules and orders were replaced by statutory instruments defined by Statutory Instruments Act 1947 more broadly than in the 1946 UK act.; In Northern Ireland statutory rules and orders were replaced by statutory rules under the Statutory Rules (Northern Ireland) Order 1979. Control Of Engagement (Amendment) Order 1948
The Control of Engagement Order 1947 (SR&O 1947/2021) was an order issued by the Ministry of Labour which disallowed people to leave various industries (notably coal mining) and required all those seeking work to find employment through a labour exchange, and accept jobs as directed. Moreover, "employers shall not engage for employment men between the ages of 18 and 50, and women between the ages of 18 and 40, or seek to engage such persons, except through the Ministry of Labour exchanges." Calendar The order was made under the Defence (General) Regulations 1939, as having effect by virtue of the Supplies and Services (Transitional Powers) Act 1945, as extended by the Supplies and Services (Extended Purposes) Act 1947.
