Robert Woonton
Robert Woonton (born 1949) is a Cook Islands politician and diplomat. He served as Prime Minister of the Cook Islands from 11 February 2002 until 11 December 2004, and later as High Commissioner to New Zealand. He was a member of the centrist Democratic Party. Woonton trained as a medical doctor. He was first elected to the Cook Islands Parliament at the 1994 election. He was re-elected at the 1999 election. Following the premiership of Joe Williams, he was appointed to the Cabinet of Terepai Maoate as Minister of Foreign Affairs and Minister of Transport. In February 2001 he was removed as Transport Minister, but retained his Foreign Affairs portfolio. In July 2001, following the sacking of Norman George, he was appointed Deputy Prime Minister. The Democratic Party (also known for a time as the Democratic Alliance Party) is a political party in the Cook Islands. Cook Islands Court Of Appeal
The Court of Appeal of the Cook Islands is the superior court of record for the Cook Islands. It hears appeals from the High Court of the Cook Islands and was established by Article 56 of the Constitution of the Cook Islands. Composition and location The judiciary is headed by the President of the Court of Appeal or, in the President's absence, the Chief Justice of the High Court or the judge with the highest seniority. The judges have seniority based on their date of first appointment to a court in the Cook Islands or elsewhere. Decisions can be made by a panel of any three judges and require a majority vote of the panel. A judge cannot hear an appeal for a decision which they made or by a court on which they sit. 2005 Manihiki By-election
The 2005 Manihiki by-election was a by-election in the Cook Islands electorate of Manihiki. It was held on 8 February 2005, shortly after the 2004 general election, and was precipitated by an electoral petition finding the result in the seat to be a dead tie. Both parties to the petition, Prime Minister Robert Woonton and Cook Islands Party leader Henry Puna had agreed that in the event of a draw the question should be decided by the voters, and so Woonton resigned. Cook Islands Party
The Cook Islands Party is a nationalist political party in the Cook Islands. It was the first political party founded in the Cook Islands, and one of the two major parties of the islands' politics since 1965. From 1999 until 2005 it sometimes participated in coalition governments. In the 2006 elections, it came runner-up and largest opposition party in the islands. The party won both the 2010 and 2014 elections and currently forms the government. As a result of the 2018 elections, it is the second largest party in the Cook Islands Parliament. 2004 Cook Islands General Election
General elections were held in the Cook Islands on 7 September 2004. Initial results showed the Democratic Party winning by a wide margin, but close results led to 11 electoral petitions being filed, delaying the date Parliament could sit until mid-December. In the interim, Prime Minister Robert Woonton announced that he was forming a coalition government with the rival Cook Islands Party. This led to a split within the Democrats, with Woonton and four other MPs leaving to form the Demo Tumu Party. With 14 MPs, the coalition had a comfortable majority in Parliament. The results of the electoral petitions saw the seat of Titikaveka change hands while Woonton's seat was a dead tie. General elections were held in the Cook Islands on 16 June 1999 to elect 25 MPs to the Parliament. The Cook Islands Party won 11 seats, the Democratic Alliance Party 10 seats, and the New Alliance Party 4 seats. Results Aftermath Following the elections, the CIP formed a coalition with the NAP, with Geoffrey Henry as Prime Minister and NAP leader Norman George as his deputy. The Parliament of the Cook Islands () is the legislature of the Cook Islands. Originally established under New Zealand administration, it became the national legislature upon independence in 1965.
