Phúc Yên is a city in Vĩnh Phúc Province in the Red River Delta region of Vietnam.Atlas of the World', Oxford University Press, 2011, p. 226. As of 2003 the district had a population of 83,352. The district covers an area of 120 km². The district capital lies at Phúc Yên. Provincial city ( vi, Thành phố thuộc tỉnh), commonly known as City, a type of second tier subdivision of Vietnam is divided into 713 units along with urban district, district, municipal city, and town have equal status. Also by virtue of Decree No. 42/2009/ND-CP, city are officially classified into Class-1, Class-2 or Class-3. The cities can only subordinate to Province as the Second Tier unit. Red River Delta
The Red River Delta or Hong River Delta ( vi, Châu thổ sông Hồng) is the flat low-lying plain formed by the Red River and its distributaries merging with the Thái Bình River in northern Vietnam. ''Hồng'' (紅) is a Sino-Vietnamese word for "red" or "crimson." The delta has the smallest area but highest population and population density of all regions.
