This article describes the party affiliations of leaders of each member-state represented in the European Council during the year 2009. The list below gives the political party that each head of government, or head of state, belongs to at the national level, as well as the European political alliance to which that national party belongs. The states are listed from most to least populous. Christian Democratic Appeal
The Christian Democratic Appeal ( nl, Christen-Democratisch Appèl, ; CDA) is a Christian-democratic political party in the Netherlands. It was originally formed in 1977 from a confederation of the Catholic People's Party, the Anti-Revolutionary Party and the Christian Historical Union; it has participated in all but three cabinets since it became a unitary party. Health Minister Hugo de Jonge served as Leader of the Christian Democratic Appeal from July 2020 until his resignation the following December. Finance Minister Wopke Hoekstra was then chosen as '' lijstrekker'' for the 2021 general election, becoming the ''de facto'' party leader. Jan Peter Balkenende
Jan Pieter "Jan Peter" Balkenende Jr. (; born 7 May 1956) is a Dutch politician of the Christian Democratic Appeal (CDA) party and jurist who served as Prime Minister of the Netherlands from 22 July 2002 to 14 October 2010. Balkenende studied History and Law at the Free University Amsterdam obtaining Master of Arts and law degrees and worked as a legal counsel for the academic council of his alma mater before finishing his thesis and graduated as a PhD in governmental studies and worked as a professor of Christian theology at his alma mater from April 1993 until May 2002. Traian Băsescu
Traian Băsescu (; born 4 November 1951) is a conservative Romanian politician who served as President of Romania from 2004 to 2014. Prior to his presidency, Băsescu served as Romanian Minister of Transport on multiple occasions between 1991 and 2000, and as Mayor of Bucharest from 2000 to 2004. Additionally, he was elected as leader of the Democratic Party (PD) in 2001. During his term as leader of the PD, the party formed the Justice and Truth Alliance (DA) with the National Liberal Party (PNL). Following Theodor Stolojan's withdrawal from the presidential elections in 2004, Băsescu entered the presidential race on behalf of the alliance. Civic Platform ( pl, Platforma Obywatelska, PO)The party is officially the Civic Platform of the Republic of Poland (''Platforma Obywatelska Rzeczypospolitej Polskiej''). is a political party in Poland. It is currently led by Donald Tusk. It was formed in 2001 by splinter factions from the Solidarity Electoral Action and Freedom Union, and it later placed second in the 2001 parliamentary election. It served in the parliamentary opposition until 2007, when it overtook Law and Justice, won 209 seats and Tusk was elected as prime minister. Donald Franciszek Tusk ( , ; born 22 April 1957) is a Polish politician who was President of the European Council from 2014 to 2019. He served as the 14th Prime Minister of Poland from 2007 to 2014 and was a co-founder and leader of the Civic Platform (''Platforma Obywatelska'') political party from 2003 to 2014. On 20 November 2019, Tusk was elected as the president of the European People's Party (EPP), Europe's largest transnational political party and on 3 July 2021 he returned to Polish politics by reassuming the leadership of the Civic Platform.
