A provincial city () is a type of list of district-level subdivisions in Vietnam, second-level subdivision of Vietnam. It has equal status along with list of urban districts of Vietnam, urban districts, district (Vietnam), districts, municipal city, municipal cities, and district-level town, towns. Also by virtue of Decree No. 42/2009/ND-CP, provincial cities are officially classified into Class-1, Class-2 or Class-3. The cities can only subordinate to provinces as a second-tier unit. Red River Delta
The Red River Delta or Hong River Delta () is the flat low-lying plain formed by the Red River and its distributaries merging with the Thái Bình River in Northern Vietnam. ''Hồng'' (紅) is a Sino-Vietnamese word for "red" or "crimson". The delta has the smallest area but highest population and population density of all regions. The region, measuring some is well protected by a network of dikes. It is an agriculturally rich and densely populated area. Most of the land is devoted to rice cultivation.
