Participatory Budgeting By Country
As of 2015, over 1,500 instances of participatory budgeting (PB) have been implemented across the five continents. While the democratic spirit of PB remains the same throughout the world, institutional variations abound. For example, the Dominican Republic, Bolivia, Guatemala, Nicaragua, and Peru have implemented participatory budgeting in all local governments, and a number of towns and cities in Portugal, France, Italy, Germany, and Spain have also initiated participatory budgeting processes. In Canada, participatory budgeting has been implemented with public housing, neighbourhood groups, and a public schools, in the cities of Toronto, Guelph, Hamilton,. and West Vancouver. Approval Voting
Approval voting is a single-winner rated voting system where voters can approve of all the candidates as they like instead of Plurality voting, choosing one. The method is designed to eliminate vote-splitting while keeping election administration simple and Summability criterion, easy-to-count (requiring only a single score for each candidate). Approval voting has been used in both organizational and political elections to improve representativeness and voter satisfaction. Approval Ballot
An approval ballot, also called an unordered ballot, is a ballot in which a voter may vote for any number of candidates simultaneously, rather than for just one candidate. Candidates that are selected in a voter's ballot are said to be ''approved'' by the voter; the other candidates are said to be ''disapproved'' or ''rejected''. Justified representation (JR) is a criterion of fairness in multiwinner approval voting. It can be seen as an adaptation of the proportional representation criterion to approval voting. Background Proportional representation (PR) is an important consideration in designing electoral systems. It means that the various groups and sectors in the population should be represented in the parliament in proportion to their size. Method Of Equal Shares
The method of equal shares is a proportional method of counting ballots that applies to participatory budgeting, to committee elections, and to simultaneous public decisions. It can be used when the voters vote via approval ballots, ranked ballots or cardinal ballots. It works by dividing the available budget into equal parts that are assigned to each voter. The method is only allowed to use the budget share of a voter to implement projects that the voter voted for. It then repeatedly finds projects that can be afforded using the budget shares of the supporting voters. In contexts other than participatory budgeting, the method works by equally dividing an abstract budget of "voting power".
