Operation Shining Hope
Joint Task Force (JTF) Shining Hope was the United States contribution to Operation Allied Harbor in 1999. The mission of JTF Shining Hope was to conduct foreign humanitarian assistance operations in support of US government agencies and non-governmental and international organizations engaged in providing humanitarian relief to Kosovar refugees in Albania and Macedonia. JTF Shining Hope was commanded by Major General William S. Hinton Jr., United States Air Force. Operation Allied Harbour
Operation Allied Harbor was NATO's first humanitarian operation. In the case of the Kosovo crisis, by the end of March 1999 these agencies were unable to cope with the massive influx of refugees into Albania. Within a fortnight over 200,000 refugees had arrived from Kosovo and NATO was the only organisation quickly able to meet the expanding need. HQ ACE Mobile Force (Land) was deployed within five days. Military personnel and staff set to work within twenty four hours of arrival, and within a few weeks, working closely with the civilian sector and the Albanian Government. By 15 June 1999 there were 479,223 refugees in the country. The 26th Marine Expeditionary Unit (26th MEU) is one of seven such marine expeditionary units (MEUs) currently in existence in the United States Marine Corps. Henry Hugh Shelton (born 2 January 1942) is a former United States Army officer who served as the 14th chairman of the Joint Chiefs of Staff from 1997 to 2001. Early life, family and education Shelton was born in Tarboro, North Carolina and graduated from North Edgecombe High School in 1959. Shelton attended North Carolina State University, and was a member of Pershing Rifles. He earned a Bachelor of Science degree in textile engineering in 1963 while earning his Army commission through Reserve Officers' Training Corps training.
