North Dakota Lottery
The North Dakota Lottery is run by the government of North Dakota. The Lottery began in 2004, following voter approval of an initiative constitutional amendment in 2002, Measure 2, which amended Article XI, Section 25 of the North Dakota Constitution to allow for the state to join a multi-state lottery "for the benefit of the State of North Dakota." In-state games were not allowed; 63 percent of voters supported the measure. North Dakota Constitution
The Constitution of North Dakota is the most basic legal document in the U.S. state of North Dakota. It consists of a preamble and fourteen articles. Amendments to the North Dakota Constitution have always required the approval of a majority of voters. Between 1889 and 1914, the power to propose amendments to the Constitution rested with the North Dakota Legislative Assembly. In 1914, the voter constitutional initiative was introduced, and between 1914 and 2012, 74 initiated amendments were considered by North Dakota voters. In recent years, North Dakota's constitution has been amended several times. Among these amendments was a 2012 revision to legally mandate the administration of oaths to state officers. Multi-State Lottery Association
The Multi-State Lottery Association (MUSL) is an American non-profit, government-benefit association owned and operated by agreement of its 34 member lotteries. MUSL was created to facilitate the operation of multi-jurisdictional lottery games, most notably Powerball. MUSL was formed in December 1987, by seven U.S. lotteries. Its first game was launched in February 1988, ''Lotto America''. That game was changed to Powerball; its first drawing was in April 1992. Powerball was a unique game using two drums, suggested to MUSL by Steve Caputo of the Oregon Lottery. Lucky for Life (LFL) is a lottery drawing game, which, as of June 28, 2021, is available in 22 states and the District of Columbia. Lucky for Life, which began in 2009 in Connecticut as ''Lucky-4-Life'', became a New England–wide game three years later, and added eleven lotteries during 2015. Powerball
Powerball is an American lottery game offered by 45 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands. It is coordinated by the Multi-State Lottery Association (MUSL). Lotto America is an American multi-state lottery game that began in 2017. It is operated by the Multi-State Lottery Association (MUSL). It takes its name from the original Lotto America, offered from 1988 to 1992. 2by2 (lottery)
2by2 is a lottery game offered in Kansas, Nebraska, North Dakota, and Wyoming. It is drawn nightly at the Iowa headquarters of the Multi-State Lottery Association (MUSL). Kansas and Nebraska started the game in 2002; North Dakota joined in 2006, with Wyoming added in March 14, 2021. Idaho joined on April 18, 2021, but ended participation on August 26th, 2022. Players choose two numbers from 1 through 26 in each of two number fields (red and white). Only one match (in either field) is needed to win. The top prize of $22,000, originally $20,000 (which is fixed, rather than a jackpot), is won by matching all four numbers. The Kansas Lottery is a government organization run by the government of Kansas. It is a charter member of the Multi-State Lottery Association (MUSL). The mission of the lottery is to produce the maximum revenue for Kansas while insuring the integrity of its games. In November 1986, voters approved a constitutional amendment by 64% that authorized the creation of a government-run lottery, with the lottery then officially established when the Kansas Legislature passed the Kansas Lottery Act in 1987. Hot Lotto was a multi-state lottery game administered by the Iowa-based Multi-State Lottery Association (MUSL), which is best known for operating the Mega Millions and Powerball games. Hot Lotto began sales on April 7, 2002; its first drawing was on April 10. Hot Lotto Fraud Scandal
The Hot Lotto fraud scandal was a lottery-rigging scandal in the United States. It came to light in 2017, after Eddie Raymond Tipton, the former information security director of the Multi-State Lottery Association (MUSL), confessed to rigging a random number generator that he and two others used in multiple cases of fraud against state lotteries. Tipton was first convicted in October 2015 of rigging a $14.3 million drawing of MUSL's lottery game Hot Lotto. Eddie Tipton ultimately confessed to rigging lottery drawings in Iowa, Colorado, Wisconsin, Kansas and Oklahoma. Also involved in the scheme were his brother and former Texas justice of the peace Tommy Tipton and Texas businessman Robert Rhodes. Eddie Tipton was sentenced to 25 years in prison.
