Arnout Henricus Elisabeth Maria "Nout" Wellink (born 27 August 1943) is a Dutch economist and former central banker. In 2010, '' Financial News'' determined that Wellink was the man who was believed to have wielded the greatest influence on worldwide financial oversight including "game-changing proposals on capital requirements and liquidity" for the world's banks. He was president of De Nederlandsche Bank (DNB), a director of the Bank for International Settlements (BIS) from 1997 to 2012 and chairman of the board from 2002 through 2006. The House of Representatives (, pronounced ; commonly referred to as the ', literally "Second Chamber of the States General") is the lower house of the bicameral parliament of the Netherlands, the States General, the other one being the Senate. It has 150 seats, which are filled through elections using party-list proportional representation. The Basel Committee on Banking Supervision (BCBS) is a committee of banking supervisory authorities that was established by the central bank governors of the Group of Ten (G10) countries in 1974. The committee expanded its membership in 2009 and then again in 2014. DSB Bank (''DSB: Dirk Scheringa Beheer'') was a Dutch bank and insurer that failed in 2009. Its loans were managed under ''Quion'' from June 2013 until June 2016 when ''Finqus'' began operating as the former DSB Bank. In 2018 ''Finqus BV'' took over DSB Bank and operated as a subsidiary of DSB Group. Finqus BV turned over its loan portfolio to NIBC Bank on 21 July 2021.
