Neeraj Mittal (born 17 December 1967, Tamil: நீரஜ் மித்தல்) is serving as the Principal Secretary of Information Technology Department, Government of Tamil Nadu. He is an Indian Administrative Service (IAS) officer belonging to the 1992 Tamil Nadu cadre. He served as the Managing Director & CEO of Guidance Tamil Nadu. Prior to his stint as Senior Advisor at World Bank Group, he served as Joint Secretary of Ministry of Petroleum and Natural Gas. Education Neeraj Mittal is an electrical engineering graduate from IIT Kanpur, holds an MBA degree from Cranfield University, UK and PhD in Economics/MIS from Fisher College of Business, Ohio State University, USA. Rajeev Topno; born 28 May 1974 in Ranchi, Jharkhand) is an Indian civil servant posted as Senior Advisor to India's executive director of the World Bank Group. He is a member of Indian Administrative Service of Gujarat Cadre. Previously, he was private secretary to the prime minister of India, Narendra Modi.
