The National Service Training Program (NSTP) is a civic education and defense preparedness program for students instituted by the government of the Philippines on November 13, 2009, by virtue of Republic Act No. 9163, otherwise known as the "National Service Training Program (NSTP) Act of 2001." Coverage Under the NSTP Program, both male and female college students of any bachelor's degree course or vocational education, technical vocational course in public or private higher educational institutions are obliged to undergo one of three program components for an academic period of two semesters. The National Service Training Programme, or Program Latihan Khidmat Negara (PLKN), known locally as the ''Khidmat Negara'' ("National Service") was Malaysia's national service program under the Barisan Nasional (BN) government. Mark Welson Chua (November 30, 1981 - March 18, 2001) was a Filipino student of the University of Santo Tomas whose death is widely believed to be linked to his exposé of alleged irregularities in the Reserve Officers' Training Corps unit of the university.
