A governorate is an administrative division of a state. It is headed by a governor. As English-speaking nations tend to call regions administered by governors either states or provinces, the term ''governorate'' is often used in translation from non-English-speaking administrations. The most common usage are as a translation of Persian "Farmandari" or the Arabic ''Muhafazah''. It may also refer to the '' guberniya'' and '' general-gubernatorstvo'' of Imperial Russia or the '' gobiernos'' of Imperial Spain. Arab countries The term governorate is widely used in Arab countries to describe an administrative unit. Some governorates combine more than one ''Muhafazah''; others closely follow traditional boundaries inherited from the Ottoman Empire's ''vilayet'' system. Governorates Of Iraq
Iraq consists of 19 governorates ( ar, محافظة, muḥāfażah; ckb, پارێزگا , parêzgeh), also known as "provinces". Per the Iraqi constitution, governorates can form an autonomous region. Four governorates, Erbil, Sulaymaniyah, Duhok, and Halabja, constitute the autonomous Kurdistan Region. Baghdad (which is the most populous) and Basra are the oldest standing provinces of Iraq. The second most-populous province, Ninawa (also called Nineveh) is in the upland and quite cool climate of the north-west. The modern administrative-territorial structure of Russia is a system of territorial organization which is a product of a centuries-long evolution and reforms. Early history The Kievan Rus' as it formed in the 10th century remained a more or less unified realm under the rule of Yaroslav the Wise (d. 1054), but in the later part of the 11th century, it disintegrated into a number of ''de facto'' independent and rivaling principalities, the most important of which were Grand Duchy of Galicia and Volhynia, Novgorod Republic, and Grand Duchy of Vladimir and Suzdal. A wilayah ( ar, وَلاية, wālāya or ''wilāya'', plural ; Urdu and fa, ولایت, ''velâyat''; tr, vilayet) is an administrative division, usually translated as "state", "province" or occasionally as " governorate". The word comes from the Arabic root "''w-l-y''", "to govern": a '' wāli''—"governor"—governs a ''wālāya'' (or ''wilāya''), "that which is governed". Syria is a unitary state, but for administrative purposes, it is divided into fourteen governorates, also called provinces or counties in English (Arabic ''muḥāfaẓāt'', singular '' muḥāfaẓah''). The governorates are divided into sixty-five districts (''manāṭiq'', singular '' minṭaqah''), which are further divided into subdistricts (''nawāḥī'', singular '' nāḥiyah'').
