The House of Assembly was the legislature of the British colony of Jamaica. It held its first meeting on 20 January 1664 at Spanish Town. Cundall, Frank. (1915''Historic Jamaica''.London: Institute of Jamaica. p. 15. As a result of the Morant Bay rebellion, the Assembly voted to abolish self-governance in 1865. Jamaica then became a direct-ruled crown colony. Originally, there were twelve districts represented. For many years, a high property qualification ensured that the House of Assembly was dominated by the White Jamaican planter class. However, to elect these representatives, the bar was lower for "freeholders", who just had to be white men with a house, pen, or plantation, and owned black slaves.Christer Petley, ''White Fury'' (Oxford: Oxford University Press, 2018), p. 42. Frank Cundall
Frank Cundall (17 January 1858 – 15 November 1937) was an English art historian, editor and author, who was the son of the writer and publisher Joseph Cundall. He was closely involved in the administration of and produced the reports for a series of international exhibitions held in London in the 1880s, and catalogued the art library at the South Kensington Museum, later the Victoria and Albert Museum. In 1891, he became the secretary and librarian to the Institute of Jamaica in Kingston, writing extensively on the history of the island. He created the West India Reference Library in 1894, which became the nucleus of the National Library of Jamaica when it was formed in 1979. A year is a unit of time based on how long it takes the Earth to orbit the Sun.
