Lex Hester
Lewis Alexander Hester, III (December 24, 1935 – October 7, 2000) was a public administrator in Jacksonville, Florida. He "was the consummate no-nonsense administrator, the very best in his field," according to M. C. Harden III, past chairman of the Jacksonville Chamber of Commerce, influential in designing the city government of Jacksonville and managing it through the terms of three of Jacksonville's mayors. He served as the county Manager of Broward and Orange County and as City Manager of Duval County. He was largely responsible for the Blueprint for Consolidation which was a guide for cities all over the United States. Personal Hester was born in Washington, D.C. on December 24, 1935, but raised in Neptune Beach. He married Joanna Gould and raised her daughter Kimberly and had one daughter, Tracey Alexandria. The University of North Florida (UNF) is a public research university in Jacksonville, Florida. It is part of the State University System of Florida and is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award baccalaureate, masters, and doctorate degrees. Sulzbacher Center
The Sulzbacher Center is the only comprehensive homeless facility in Jacksonville, Florida where the average stay is two months. A case manager works with every client to develop a plan to transition back into the community. Roots I.M. Sulzbacher was a successful insurance broker and civic leader who entered politics during the Jacksonville Consolidation era and was elected to the Jacksonville City Council in 1968. Out of his concern for the homeless, he helped raise awareness about the problem, and convinced his fellow council members of the need for the city to help. Great Floridian is a title bestowed upon citizens in the state of Florida by the Florida Department of State. There were actually two formal programs. The Great Floridian 2000 program honored deceased individuals who made "significant contributions in the history and culture" of Florida (many times within a local community), the new program is more restrictive by selecting persons, ''dead or alive, who made "major contributions to the progress and welfare" of Florida. Great Floridians 2000 The Florida Department of State and the Florida League of Cities created the program in 1998, and it ran to 2000. The Better Jacksonville Plan is a growth management plan implemented by the city of Jacksonville, Florida. It was the signature project of Mayor John Delaney. It was approved by Jacksonville voters on September 5, 2000. Lex Hester was a key advisor to Delaney on the $2.25 billion package of projects, pushing for the inclusion of a new downtown library, then serving on the team of top administrators charged with making the far-reaching plan work. John Delaney (mayor)
John Adrian Delaney (born June 29, 1956) is an American lawyer, politician, and university and college President. He served as mayor of Jacksonville, Florida, from 1995 to 2003, and as the president of the University of North Florida from 2003 to 2018. In 2021, he was named President of Flagler College after a few months as Interim. He is a member of the Republican Party. Early life Delaney was born in Lansing, Michigan, and raised in Cincinnati, Ohio. His family moved to Jacksonville when he was sixteen. River City Renaissance
River City Renaissance was a $235 million bond issue in 1993 by the city of Jacksonville, Florida which funded urban renewal in some of downtown's most rundown sections. Plan Ed Austin's most lasting contribution as Jacksonville mayor was his River City Renaissance (RCR) program, which revamped the city's historic downtown neighborhoods, especially LaVilla and Brooklyn. Lex Hester was Austin's chief administrator who created and managed the program. The program was controversial because most of the money was spent on inner city projects while other needs around the city were ignored.
