The following state highways in the U.S. state of California are entirely or partially unconstructed; in other words, their routings have been defined by state law, but no route has been adopted by the California Department of Transportation (Caltrans). 1–99 State Route 11 (California), State Route 11 is a planned 3-mile (4.8 km) tolled route, running southeast from near the junction of California State Route 905, SR 905 and California State Route 125, SR 125 to a future Mexican border (US), Mexican border crossing east of Otay Mesa. The first phase of the highway from SR 905 to Enrico Fermi Drive opened on March 19, 2016. The westernmost 9.2 miles (14.8 km) of California State Route 12, State Route 12 are unconstructed, from California State Route 116, SR 116 in Sebastopol, California, Sebastopol west to California State Route 1, SR 1.
