Klos (municipality)
Klos ( sq-definite, Klosi) is a town and a municipality in Mat District, northern center Albania. It was formed at the 2015 local government reform by the merger of the former municipalities Gurrë, Klos, Suç and Xibër, that became municipal units. The seat of the municipality is the town Klos. The total population is 16,618 (2011 census), in a total area of 357.72 km2. The population of the former municipality at the 2011 census was 7,873. Klos lies 28.5 kilometers (17¾ mi) 'as the crow flies' from Tirana and 14 kilometers (9 mi) from Burrel. Demographic history Klos (''Kilos'') is recorded in the Ottoman '' defter'' of 1467 as a '' hass-ı mir-liva'' and '' derbendci'' settlement in the vilayet of Mati. A ''defter'' (plural: ''defterler'') was a type of tax register and land cadastre in the Ottoman Empire. Description The information collected could vary, but ''tahrir defterleri'' typically included details of villages, dwellings, household heads (adult males and widows), ethnicity/religion (because these could affect tax liabilities/exemptions), and land use. The defter-i hakâni was a land registry, also used for tax purposes. Each town had a defter and typically an officiator or someone in an administrative role to determine whether the information should be recorded. The officiator was usually some kind of learned man who had knowledge of state regulations. The defter was used to record family interactions such as marriage and inheritance. Vilayet
A vilayet ( ota, , "province"), also known by various other names, was a first-order administrative division of the later Ottoman Empire. It was introduced in the Vilayet Law of 21 January 1867, part of the Tanzimat reform movement initiated by the Ottoman Reform Edict of 1856. The Danube Vilayet had been specially formed in 1864 as an experiment under the leading reformer Midhat Pasha. The Vilayet Law expanded its use, but it was not until 1884 that it was applied to all of the empire's provinces. Writing for the ''Encyclopaedia Britannica'' in 1911, Vincent Henry Penalver Caillard claimed that the reform had intended to provide the provinces with greater amounts of local self-government but in fact had the effect of centralizing more power with the sultan and local Muslims at the expense of other communities. Dervendjis
Derbendcis or Derbentler were the most important and largest Ottoman military auxiliary constabulary units usually responsible for guarding important roads, bridges, fords or mountain passes. Usually, the population of an entire village near some important pass would be assigned with derbendci status in exchange for tax exemptions. Etymology The name is derived from a Persian word ''Dar-band'' meaning "pass", "gateway" or "closer of the door". History The Ottomans had common practice to exempt some of their tax-paying subjects (rayah) from paying certain taxes in exchange for some services. In case of derbendcis this also included military services such as guarding mountain passes. Usually the entire villages were assigned with this duty and exempted from paying war time taxes ( tr, avarız-ı divaniyye), customary taxes ( tr, tekâlif-i örfiye), service as oarsmen in the Ottoman navy and devşirme of their boys into janissaries. Mat District () was one of the 36 districts of Albania, which were dissolved in July 2000 and replaced by 12 newly created counties. It had a population of 61,906 in 2001, and an area of .
