Kengesh ( ky, Кеңеш) is a village in Kara-Kulja District, Osh Region, southern Kyrgyzstan. Its population was 2,763 in 2021. It is situated near the confluence of the rivers Tar and Kara-Kulja. In 2011 it made headlines after announcing it would begin staging its own criminal law trials due to dissatisfaction with the Kyrgyz legal system. Osh Region ( ky, Ош облусу, translit=Osh oblusu; russian: Ошская область, Oshskaya oblast) is a region (''oblast'') of Kyrgyzstan. Its capital is Osh, which is not part of the region. It is bounded by (clockwise) Jalal-Abad Region, Naryn Region, China (Xinjiang), Tajikistan (Districts under Central Government Jurisdiction and Gorno-Badakhshan Autonomous Region), Batken Region, and Uzbekistan (Andijan and Fergana Regions). Tar (Kyrgyzstan)
The Tar ( ky, Тар ''Tar'', in its upper course ''Alaykuu'' ky, Алайкуу) is a river in Kara-Kulja District of Osh Region of Kyrgyzstan. It rises on the north slopes of the Alay Range (Pamir-Alay).
