Kailesh Jagutpal
Dr. Kailesh Kumar Singh Jagutpal, more commonly known as Kailesh Jagutpal (born 1 November 1969) is a Mauritian politician. Early life, education & medical career Kailesh Jagutpal grew up in the village of Grand Bois which is located in the district of Savanne District in the south of Mauritius. He attended the Sookdeo Bissoondoyal State Secondary School before completing his secondary education at the Royal College Curepipe. Then he studied medicine at Patna Medical College and Hospital in Bihar, India before returning to Mauritius where he joined the Civil Service as Medical and Health Officer. From 2004 to 2006 he specialised in Psychiatry by studying at the Banaras Hindu University in Varanasi, India before returning to Mauritius. In addition to his role as psychiatrist at the Jawaharlal Nehru Hospital in Rose-Belle he was also elected as Chairman of the Medical Council of Mauritius, a position which he held from 2016 to 2019. 2019 Mauritian General Election
General elections were held in Mauritius on 7 November 2019. The result was a victory for the Mauritian Alliance (a coalition of the Militant Socialist Movement (MSM), Muvman Liberater, Alan Ganoo Movement and Plateforme Militante), which won 42 of the 70 seats. Pravind Jugnauth of the MSM remained Prime Minister. Electoral system The National Assembly has 62 elected members elected in 20 three-seat constituencies and one two-seat constituency (the island of Rodrigues). The elections are held using the block vote system, whereby voters have as many votes as there are seats available. In addition to the elected members, the Electoral Supervisory Commission has the power to appoint a further eight members. The additional members are chosen from amongst the unsuccessful candidates who received the highest number of votes, and are appointed with the aim of balancing the parliamentary representation of different ethnic groups. The National Assembly (french: Assemblée nationale) is Mauritius's unicameral legislature, which was called the Legislative Assembly until 1992, when the country became a republic. The Constitution of Mauritius provides for the parliament of Mauritius to consist of the President and the National Assembly. Constituencies of Mauritius are the electoral boundaries within the Republic of Mauritius. They are also commonly referred to as ''Circonscriptions'' amongst the locals. The country follows the Westminster system and elects 60 members of parliament for a term of 5 years. There are in all 21 Constituencies in the republic, each of them returning 3 members with the exception of Constituency No 21, which returns only 2 members. The Constitution stipulates that there shall be 20 constituencies and one created specially for the Rodrigues island.
