Joseph Stamler
Joseph Howard Stamler (November 19, 1911 – October 16, 1998) was an American lawyer and judge who served for seven years in New Jersey Superior Court, as well as a professor of law at Rutgers University. During his judicial career, Stamler was credited with having "handed down decisions of both statewide and national impact" on matters of significant public and social importance. Career before the bench Born in Elizabeth, New Jersey on November 19, 1911, Stamler graduated from Cornell University in 1933 and earned his juris doctor degree from Harvard Law School in 1935. He entered private practice after being admitted to the bar, with a five-year break during World War II, when his activities included serving with the United States Navy as the captain of a ship that performed air-sea rescue duty in the North Atlantic. The chaplain of the United States House of Representatives is the officer of the United States House of Representatives responsible for beginning each day's proceedings with a prayer. The House cites the first half of Article 1, Section 2, Clause 5 in the United States Constitution as giving it the authority to elect a chaplain, "The House of Representatives shall choose their speaker and other officers". The office of the clerk of the House explains "The other officers have been created and their duties defined by the rules of the House, which also are made pursuant to the authority of the Constitution, hence one of the rules prescribes the duties of the chaplain." Noise Control Act
The Noise Pollution and Abatement Act of 1972 is a statute of the United States initiating a federal program of regulating noise pollution with the intent of protecting human health and minimizing annoyance of noise to the general public. The Act established mechanisms of setting emission standards ( noise regulation) for virtually every source of noise, including motor vehicles, aircraft, certain types of HVAC (heating, ventilation, and air-conditioning) equipment and major appliances. It also put local governments on notice as to their responsibilities in land-use planning to address noise mitigation. This noise regulation framework comprised a broad data base detailing the extent of noise health effects.
