Jader Barbalho Filho
Jader Fontenelle Barbalho Filho (born June 24, 1976) is a Brazilian public official affiliated with the Brazilian Democratic Movement (MDB) party. Since 2023, he has served as Minister of Cities in the cabinet of President Luiz Inácio Lula da Silva. Biography Jader Barbalho Filho was born in Belém, Pará. His father, Jader Barbalho, served as Governor of Pará, and his mother, Elcione Zahluth Barbalho, served as a member of the Chamber of Deputies. His brother Helder Barbalho has served as Governor of Pará since 2019. History The ministry was created on January 1, 2003, at the start of the first presidency of Luiz Inácio Lula da Silva (Lula). The Chamber of Deputies () is a federal legislative body and the lower house of the National Congress of Brazil. The chamber comprises 513 deputies, who are elected by proportional representation to serve four-year terms. The current president of the chamber is the Deputy Hugo Motta ( Republicanos- PB), who was elected on 1 February 2025. Structure The number of deputies elected is proportional to the size of the population of the respective state (or of the Federal District) as of 1994. However, no delegation can be made up of less than eight or more than seventy seats. Thus the least populous state elects eight federal deputies and the most populous elects seventy. These restrictions favour the smaller states at the expense of the more populous states and so the size of the delegations is not exactly proportional to population. Lulism () is a political ideology describing the 2006 consolidation of segments of Brazilian society previously hostile to social movements and the Workers' Party behind political forces led by President Luiz Inácio Lula da Silva, appealed by a controlled reformism and limited structural change focused on the poorest sections of society. The lower classes, who had distanced themselves from Lula, accepted his candidacy after his first term as President as the middle class turned from him. The rhetoric and praxis which united the maintenance of stability and state distributism are the origins of Lulism. While advocating socialism, Lulism aims for a 'social liberal' approach that gradually resolves the gap between the rich and the poor in a market-oriented way.
