IV Riigikogu
IV Riigikogu was the fourth legislature of the Estonian Parliament (Riigikogu). The legislature was elected after 1929 Estonian parliamentary election, 1929 elections (held on 11–13 May 1929). It sat between 15 June 1929 and 14 June 1932, before the 1932 Estonian parliamentary election, next round of elections were held. The Riigikogu (, from Estonian ''riigi-'', "of the state", and ''kogu'', "assembly") is the unicameral parliament of Estonia. In addition to approving legislation, the Parliament appoints high officials, including the prime minister and chief justice of the Supreme Court, and elects (either alone or, if necessary, together with representatives of local government within a broader electoral college) the president. Among its other tasks, the Riigikogu also ratifies significant foreign treaties that impose military and proprietary obligations and bring about changes in law, as well as approves the budget presented by the government as law, and monitors the executive power. Parliamentary elections were held in Estonia between 21 and 23 May 1932. Background Before the elections major shifts occurred in the political landscape. Kaarel Eenpalu
Kaarel Eenpalu (until 1935 Karl August Einbund; – 27 January 1942) was an Estonian journalist, politician and head of state, who served as 7th Prime Minister of Estonia. Early years Eenpalu was educated at the Hugo Treffner Gymnasium in Tartu. Between 1909 and 1914 he studied law at the University of Tartu, and later graduated from Imperial Moscow University. From 1910 to 1912 and in 1915 he was member of the editorial board of the ''Postimees'' ("The Postman") daily in Tartu, in 1918 editor of ''Postimees'', in 1920 editor-in-chief of ''Tallinna Teataja'' ("The Tallinn Gazette") daily, and in 1924 editor-in-chief of the ''Kaja'' ("Echo") newspaper. Mihkel Martna
Mihkel Martna (17 September 1860 Veltsa parish, Paimpere – 23 May 1934 Tallinn) was an Estonian politician and journalist. Martna was born in Kreis Wiek in the Governorate of Estonia (in present-day Pärnu County) and studied in a local village school. Thereafter, he worked as country labourer before going to Tallinn in order to become house painter. At this period, he became acquainted with the European workers' movement, socialism and Marxism. As he was one of the first Estonians to be active in this field, he came to be called "the father of Estonian social democracy". As a young man, he was also active in Estonian national movement, publishing articles in Postimees and Sakala and collecting folklore material. Jaan Piiskar
Jaan Piiskar (11 February 1883, in Vastemõisa Parish (now Põhja-Sakala Parish, Kreis Fellin – 19 December 1942, in Sevurallag, Sverdlovsk Oblast, Russian SFSR) was an Estonian educator and politician. From 1931 until 1932 he was Minister of Education and Social Affairs. Piiskar was a member of the I, II, III, IV and V Riigikogu.
