High Representative
The High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Kaja Kallas. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. The position was augmented by the Treaty of Lisbon, which established its current title and powers, including a seat on the European Commission as Vice-President, and a chair of the council of EU foreign ministers. The first person to hold the full title of High Representative of the Union for Foreign Affairs and Security Policy, inaugurated upon the coming into force of the Treaty of Lisbon, was Catherine Ashton. European External Action Service
The European External Action Service (EEAS) is the diplomatic service in charge of executing all Foreign relations of the European Union, international relations of the European Union. The EEAS is led by the Vice-President of the European Commission, vice-president of the European Commission for High Representative of the Union for Foreign Affairs and Security Policy, Foreign Affairs and Security Policy (HR/VP), who is also President of the Foreign Affairs Council, and carries out the EU's Common Foreign and Security Policy (CFSP), including the Common Security and Defence Policy (CSDP). European Commissioner For External Relations
The European Commissioner for External Relations was a member of the European Commission with responsibility over the Commissions external representation in the world and the European Union's (EU) Neighbourhood Policy (ENP). The responsibility was shared though between other Commission posts (see below) and the High Representative. The first Commissioner to hold the post was Jean Rey in 1958, who later became Commission President. The last Commissioner was Benita Ferrero-Waldner who served from 2004 to 2009 in the first Barroso Commission. As a result of the Treaty of Lisbon, on 1 December 2009, merged the positions of Commissioner and High Representative into a composite entity called the High Representative of the Union for Foreign Affairs and Security Policy. Francisco Javier Solana de Madariaga CYC (; born 14 July 1942) is a Spanish physicist and PSOE politician. After serving in the Spanish government as Foreign Affairs Minister under Felipe González (1992–1995) and as the Secretary General of NATO (1995–1999), leading the alliance during Operation Allied Force, he was appointed the European Union's High Representative for Common Foreign and Security Policy, Secretary General of the Council of the European Union and Secretary-General of the Western European Union and held these posts from October 1999 until December 2009. European Defence Agency
The European Defence Agency (EDA) is an agency of the European Union (EU) that promotes and facilitates integration between member states within the EU's Common Security and Defence Policy (CSDP). Western European Union
The Western European Union (WEU; , UEO; , WEU) was the international organisation and military alliance that succeeded the Western Union (alliance) , Western Union (WU) after the 1954 amendment of the 1948 Treaty of Brussels. The WEU implemented the Treaty of Brussels#Modification , Modified Brussels Treaty. During the Cold War, the Western Bloc included the WEU member-states, plus the United States and Canada, as part of the North Atlantic Treaty Organization (NATO). Foreign Relations Of The European Union
Although there has been a large degree of integration between European Union member states, foreign relations is still a largely intergovernmental matter, with the 27 states controlling their own relations to a large degree. However, with the Union holding more weight as a single entity, there are at times attempts to speak with one voice, notably on trade and energy matters. A Vice-President of the European Commission is a member of the European Commission who leads the commission's work in particular focus areas in which multiple European Commissioners participate. Currently, the European Commission has a total of six Vice-Presidents: five Executive-Vice Presidents, and the High Representative who is ''ex officio'' one of the Vice-Presidents as well.
