Flood Risk Assessment
A flood risk assessment (FRA) is an assessment of the risk of flooding from all flooding mechanisms, the identification of flood mitigation measures and should provide advice on actions to be taken before and during a flood. The sources of water which produce floods include: * Groundwater (saturated groundwater) * Vadose (water flowing the ground in an unsaturated state) * Surface water * Artificial water (burst water mains, canals or reservoirs) * Rivers, streams or watercourses * Sewers and drains *Flooding of low-lying coastal regions due to sea level rise For each of the sources of water, different hydraulic intensities occur. Floods can occur because of a combination of sources of flooding, such as high groundwater and an inadequate surface water drainage system. Risk Assessment
Broadly speaking, a risk assessment is the combined effort of: # identifying and analyzing potential (future) events that may negatively impact individuals, assets, and/or the environment (i.e. hazard analysis); and # making judgments "on the tolerability of the risk on the basis of a risk analysis" while considering influencing factors (i.e. risk evaluation). Put in simpler terms, a risk assessment determines possible mishaps, their likelihood and consequences, and the tolerances for such events. The results of this process may be expressed in a quantitative or qualitative fashion. The Floods Directive (Directive 2007/60/EC) is legislation in the European Parliament on the assessment and management of flood risks. The floods directive basically prescribes a three-step procedure: First step: Preliminary Flood Risk Assessment: The Floods Directive requires Member States to engage their government departments, agencies and other bodies to draw up a Preliminary Flood Risk Assessment.
