Evelyn Cecil, 1st Baron Rockley
Evelyn Cecil, 1st Baron Rockley, Order of the British Empire, GBE, Privy Council of the United Kingdom, PC (30 May 1865 – 1 April 1941) was a United Kingdom, British, Conservative Party (UK), Conservative Party politician. Evelyn Cecil was born in the parish of St George's, Hanover Square in the heart of London's Mayfair. Cecil was the eldest son of Lord Eustace Cecil, grandson of James Gascoyne-Cecil, 2nd Marquess of Salisbury, and cousin of both Sir Robert Cecil, 1st Viscount Cecil of Chelwood, Robert Cecil and Arthur Balfour. He was educated at Eton College, Eton and New College, Oxford. Cecil was Private Secretary from 1891 to 1892, to the Prime Minister of the United Kingdom, Prime Minister, his uncle, Robert Gascoyne-Cecil, 3rd Marquess of Salisbury, during the latter's second term and during his third term from 1895 to 1902. ''The Right Honourable'' (abbreviation: ''Rt Hon.'' or variations) is an honorific Style (form of address), style traditionally applied to certain persons and collective bodies in the United Kingdom, the former British Empire and the Commonwealth of Nations. The term is predominantly used today as a style associated with the holding of certain senior public offices in the United Kingdom, Canada, New Zealand, and to a lesser extent, Australia. ''Right'' in this context is an adverb meaning 'very' or 'fully'. Grammatically, ''The Right Honourable'' is an adjectival phrase which gives information about a person.
