Enhanced Traffic Management System
The Enhanced Traffic Management System (ETMS) is a product for the Federal Aviation Administration (FAA) developed to monitor and react to air traffic congestion in both real time and in the future. The system is capable of issuing ground delay programs (GDPs) and ground stop programs (GSs). Ground delay programs are instituted on a particular airport or group of airports to alleviate volume or if there is severe weather. The system works much like a hub and spoke system where an ETMS hubsite will send and receive data to and from many remote sites. The hubsites report directly to ATCSCC (Air Traffic Control System Command Center) in Washington DC. ETMS hubsites generate the data used by ASDI (Aircraft Situation Display to Industry). Other organizations (e.g., the airlines, Department of Defense, NASA, and international sites) also have access to the ETMS software and/or data. References

Ground Delay Program
An air traffic control ground delay program or FAA Flow Control is a traffic flow initiative that is instituted by the United States Federal Aviation Administration (FAA) in the National Airspace System. This program is usually instituted when the following events occur at an airport: *inclement weather (i.e., reduced visibility, thunderstorms, snow); *a large volume of aircraft going to an airport or en route to another airport in the same line of flight; *an aircraft incident, closed runways; or *a condition that requires increased spacing between aircraft, such as the Instrument Landing System (ILS) approaches vs. visual flight rules (VFR) approaches. ASDI
The Aircraft Situation Display to Industry (or ASDI) data stream is a service made available through the U.S. Department of Transportation's Volpe Transportation Center. In 1991, data on the location of aircraft was made available by the Federal Aviation Administration to the airline industry. The ASDI stream consists of data elements which show the position and flight plans of all aircraft in U.S. and optionally, UK airspace. Elements include the location, altitude, airspeed, destination, estimated time of arrival and tail number or designated identifier of air carrier and general aviation aircraft operating on IFR flight plans within U.S. airspace.
