The European Defence Industry Programme is a creation of the European Union. It is originally a 1.5 billion euro subsidy to the European Defense industry. The Europarl committee wanted to increase the budget to 21 billion euro. The European Council (informally EUCO) is a collegiate body (directorial system) and a symbolic collective head of state, that defines the overall political direction and general priorities of the European Union (EU). A supermajority is a requirement for a proposal to gain a specified level of support which is greater than the threshold of one-half used for a simple majority. Supermajority rules in a democracy can help to prevent a majority from eroding fundamental rights of a minority, but can also hamper efforts to respond to problems and encourage corrupt compromises at times when action is taken.
