The European Code of Good Administrative Behaviour is a resolution of the European Parliament whose literature is related legislation to the Staff Regulations of the European Communities. History The code creation of discussion was born in 1998 on a proposal by Roy Perry, was approved on 6 September 2001, by the European Parliament. Legal foundation The code is grounded in Article 41 of the EU Charter of Fundamental Rights. Legal goal The code is guided in the generalization of an administrative and ethical awareness that the European civil service should develop in their work within the institutions and bodies of the European Union. Roy Perry
Roy James Perry (born 12 February 1943) is a British Conservative Party politician. He was a Member of the European Parliament (MEP) from 1994 to 2004. Background Perry was educated at Tottenham County Grammar School, and graduated from the University of Exeter with a degree in government and politics. He was formerly a senior lecturer in politics at Southampton Technical College. Political career Perry was an elected member of Test Valley Borough Council from 1979 to 1994. He was leader between 1985 and 1994. During this time, Perry contested the seat of Swansea West for the Conservatives in the 1992 general election. He was elected as Member of the European Parliament for the Wight and Hampshire South constituency in the 1994 European Parliament election and was re-elected under the new system of proportional representation in the 1999 European Parliament election to represent the South East England electoral region. The Charter of Fundamental Rights of the European Union (CFR) enshrines certain political, social, and economic rights for European Union (EU) citizens and residents into EU law. It was drafted by the European Convention and solemnly proclaimed on 7 December 2000 by the European Parliament, the Council of Ministers and the European Commission. However, its then legal status was uncertain and it did not have full legal effect until the entry into force of the Treaty of Lisbon on 1 December 2009. The Charter forms part of the area of freedom, security and justice (AFSJ) policy domain of the EU. It applies to all the bodies of the European Union and Euratom which must act and legislate in accordance with its provisions, as the EU's courts will invalidate any EU legislation or ruling assessed as non-compliant with the Charter.
