David Lynn Russell
David Lynn Russell (born July 7, 1942) is a senior United States district judge of the United States District Court for the Western District of Oklahoma and a former United States District Judge of the United States District Court for the Eastern District of Oklahoma and the United States District Court for the Northern District of Oklahoma. Education and career Born in Sapulpa, Oklahoma, Russell received a Bachelor of Science degree from Oklahoma Baptist University in 1963 and a Juris Doctor from the University of Oklahoma College of Law in 1965. He was in the United States Navy, JAG Corps, from 1965 to 1968, continuing to serve as a reservist until 1971 and achieving the rank of Lieutenant Commander. He was an assistant attorney general of the State of Oklahoma from 1968 to 1969, and was then a legal advisor to Governor Dewey Bartlett from 1969 to 1971. Senior Status
Senior status is a form of semi- retirement for United States federal judges. To qualify, a judge in the federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. State courts with a similar system include Iowa (for judges on the Iowa Court of Appeals), Pennsylvania, and Virginia (for justices of the Virginia Supreme Court). Dewey Bartlett
Dewey Follett Bartlett Sr. (March 28, 1919 – March 1, 1979) was an American politician who served as the 19th governor of Oklahoma from 1967 to 1971, following his fellow Republican, Henry Bellmon. In 1966, he became the first Roman Catholic elected governor of Oklahoma, defeating the Democratic nominee, Preston J. Moore of Oklahoma City. He was defeated for reelection in 1970 by Tulsa attorney David Hall in the closest election in state history. He was elected to the United States Senate in 1972 and served one term. In 1978, he was diagnosed with lung cancer and did not run for reelection that year. He died of complications of lung cancer two months after retiring from the Senate in 1979.Burke, Bob.
