Daniel Ortúzar
Daniel Ortúzar Cuevas (1850 – 19 November 1932) was a Chilean politician, who served as a deputy for San Fernando between 1891 and 1903, and deputy for Caupolicán —current Rengo— between 1903 and 1906. Biography Ortúzar Cuevas was born in Santiago, Chile in 1850. His parents were Vicente Ortúzar y Formas (1797–1867), farmer in the Almahue and San Antonio de Petrel '' haciendas'', and Irene Cuevas Avaria (1819–1904), owner of the San Antonio de Petrel ''hacienda'' since his husband's death in 1867 and her death in 1904. In 1888, Ortúzar participated as a member of a commission which collected funds to create the Pontifical Catholic University of Chile, based in Santiago. A Conservative Party of Chile, Conservative, Ortúzar served four terms as a member of the Chamber of Deputies of Chile, representing San Fernando, Chile, San Fernando, between 1891 and 1903. Chamber Of Deputies Of Chile
The Chamber of Deputies ( es, Cámara de Diputadas y Diputados, links=no) is the lower house of Chile's bicameral Congress. Its organisation and its powers and duties are defined in articles 42 to 59 of Chile's current constitution. Eligibility Deputies must: be aged at least 21; not be disqualified from voting; have finished secondary school or its equivalent; and have lived in the corresponding electoral district for at least two years prior to the election. Electoral system Since 2017, Chile's congress has been elected through open list proportional representation under the D'Hondt method. Before 2017, a unique binomial system was used. These system rewards coalition slates. Each coalition could run two candidates for each electoral district's two Chamber seats. Typically, the two largest coalitions in a district divided the seats, one each, among themselves.
