Convention On The Participation Of Foreigners In Public Life At Local Level
The Convention on the Participation of Foreigners in Public Life at Local Level is a treaty of the Council of Europe, adopted in 1992. It grants foreigners the right to vote Suffrage, political franchise, or simply franchise, is the right to vote in public, political elections and referendums (although the term is sometimes used for any right to vote). In some languages, and occasionally in English, the right to v ... in local elections, provided that they fulfil the same legal requirements as apply to citizens and have been lawful and habitual residents in the State concerned for the five years preceding the elections. The convention came into force in 1997, after the fourth ratification. As of July 2015, the Convention has been ratified by nine member states. Four states have signed the convention, but not ratified it. The Council of Europe (CoE; french: Conseil de l'Europe, ) is an international organisation founded in the wake of World War II to uphold human rights, democracy and the rule of law in Europe. Founded in 1949, it has 46 member states, with a population of approximately 675 million; it operates with an annual budget of approximately 500 million euros. The organisation is distinct from the European Union (EU), although it is sometimes confused with it, partly because the EU has adopted the original European flag, created for the Council of Europe in 1955, as well as the European anthem.
