Blank Cheque
A blank cheque in the literal sense is a cheque that has no monetary value written in, but is already signed. In the figurative sense, it is used to describe a situation in which an agreement has been made that is open-ended or vague, and therefore subject to abuse, or in which a party is willing to consider any expense in the pursuance of their goals. The term ''carte blanche'' () is used in a similar way. Literal meaning Cheque writers are advised to specify the amount of the cheque before signing it. A blank cheque can be extremely expensive for the drawer who writes the cheque, because whoever obtains the cheque could write in any amount of money, and might be able to cash it (if the current account (US: checking account) contains sufficient funds, and depending on the laws in the specific country). Under American law, a blank cheque is an example of an "" as defined in the Uniform Commercial Code's Article 3, Section 115 (a). Writing an amount in a blank cheque, without th ...

Full Powers
A ''plenipotentiary'' (from the Latin ''plenus'' "full" and ''potens'' "powerful") is a diplomat who has full powers—authorization to sign a treaty or convention on behalf of his or her sovereign. When used as a noun more generally, the word ''plenipotentiary'' can also refer to any person who has full powers. When used an adjective, ''plenipotentiary'' describes something which confers full powers, such as an edict or an assignment. Diplomats Before the era of rapid international transport or essentially instantaneous communication (such as telegraphy in the mid-19th century and then radio), diplomatic mission chiefs were granted full (''plenipotentiary'') powers to represent their government in negotiations with their host nation. Conventionally, any representations made or agreements reached with a plenipotentiary would be recognized and complied with by their government. Historically, the common generic term for high diplomats of the crown or state was ''minister''. ...

Tabula Rasa
''Tabula rasa'' (; "blank slate") is the theory that individuals are born without built-in mental content, and therefore all knowledge comes from experience or perception. Epistemological proponents of ''tabula rasa'' disagree with the doctrine of innatism, which holds that the mind is born already in possession of certain knowledge. Proponents of the ''tabula rasa'' theory also favour the "nurture" side of the nature versus nurture debate when it comes to aspects of one's personality, social and emotional behaviour, knowledge, and sapience. Etymology ''Tabula rasa'' is a Latin phrase often translated as ''clean slate'' in English and originates from the Roman ''tabula'', a wax-covered tablet used for notes, which was blanked ('' rasa'') by heating the wax and then smoothing it. This roughly equates to the English term "blank slate" (or, more literally, "erased slate") which refers to the emptiness of a slate prior to it being written on with chalk. Both may be renewed r ...
