Carmel High School is a school of 874 students and 50-plus faculty members, situated directly off of Highway 1 within the city of Carmel, California. Carmel High is known for its view of the Santa Lucia Mountains with a peek of Point Lobos and the Pacific Ocean. It is in one of the most affluent school districts in California, due to a state law which allows the school to opt out of ADA (average daily attendance) funding, choosing instead to receive revenue from local property taxes, which in Carmel's case, are quite high. As a result, Carmel High School salary schedules for teachers, counselors, and administrators are among some of the highest in the state of California. Carmel-by-the-Sea (), often simply called Carmel, is a city in Monterey County, California, United States, founded in 1902 and incorporated on October 31, 1916. Situated on the Monterey Peninsula, Carmel is known for its natural scenery and rich artistic history. In 1906, the ''San Francisco Call'' devoted a full page to the "artists, writers and poets at Carmel-by-the-Sea", and in 1910 it reported that 60 percent of Carmel's houses were built by citizens who were "devoting their lives to work connected to the aesthetic arts." Early City Councils were dominated by artists, and several of the city's mayors have been poets or actors, including Herbert Heron, founder of the Forest Theater, bohemian writer and actor Perry Newberry, and actor-director Clint Eastwood, who served as mayor from 1986 to 1988.
