Certified Unified Program Agency
Certified Unified Program Agencies, or 'CUPAs'', are local agencies that are certified by the Secretary of the California Environmental Protection Agency (CalEPA) to implement the CalEPA Unified Program elements in the CUPA's jurisdiction. The CalEPA Unified Program consolidates, coordinates, and makes consistent the administrative requirements, permits, inspections, and enforcement activities of six environmental and emergency response programs in California. California Environmental Protection Agency
The California Environmental Protection Agency, or CalEPA, is a state cabinet-level agency within the government of California. The mission of CalEPA is to restore, protect and enhance the environment, to ensure public health, environmental quality and economic vitality. The California State Water Resources Control Board (SWRCB) is one of six branches of the California Environmental Protection Agency. History This regulatory program has had the status of an official government department since the 1950s. The State Water Pollution Control Board, as well as 9 regional boards, were established by the Dickey Water Pollution Act of 1949.
