An enclave is a territory (or a small territory apart of a larger one) that is entirely surrounded by the territory of one other state or entity. Enclaves may also exist within territorial waters. Turnhout () is a Belgian municipality and city located in the Flemish province of Antwerp. The municipality comprises only the city of Turnhout proper. The Treaty of Maastricht, signed in 1843 by Belgium and the Netherlands four years after the Treaty of London established Belgian independence, finally settled the border between the two countries. The Duke of Brabant (, ) was the ruler of the Duchy of Brabant since 1183/1184. The title was created by the Holy Roman Emperor Frederick Barbarossa in favor of Henry I of the House of Reginar, son of Godfrey III of Leuven (who was duke of Lower Lorraine at that time).
