Bicol Saro
Bicol Saro () is a political party in the Philippines. Based in the Bicol Region, it is currently an organization with party-list representation in the House of Representatives of the Philippines. History Bicol Saro is among the parties that vied for a seat in the Interim Batasang Pambansa in the 1978 parliamentary election. In 2019, Bicol Saro entered into a partnership with the Hugpong ng Pagbabago (HNP) party. It later ran as a party-list organization. It won a seat in the House of Representatives' 19th Congress in the 2022 elections. Their campaign was aided by an endorsement from actress Nora Aunor. The One Patriotic Coalition of Marginalized Nationals (abbreviated as 1-Pacman, and a namesake of Manny Pacquiao) is a political party-list based in the Philippines advocating for the marginalized and displaced sector in the country. While most seats in the House of Representatives of the Philippines are elected by Plurality voting, plurality vote in Single-member district, single-member districts, 20% of representatives are elected by party-list proportional representation. The 1987 Constitution of the Philippines created the party-list system. Originally, the party-list was open to underrepresented community sectors or groups, including labor, peasant, urban poor, indigenous cultural, women, youth, and other such sectors as may be defined by law (except the religious sector). However, a 2013 Supreme Court decision clarified that the party-list is a system of proportional representation open to various kinds of groups and parties, and not an exercise exclusive to marginalized sectors. Brian Raymund Sandoval Yamsuan (born October 19, 1973) is a Filipino politician and former government consultant currently has served as a member of the Philippine House of Representatives for Bicol Saro Partylist from 2022 to 2025 and as representative of Parañaque's 2nd district since 2025.
