District 1

The 1st district is based in the northeastern part of the state, encompassing the Phoenix, Arizona, Phoenix and Tucson, Arizona, Tucson metropolitan areas, taking in Casa Grande, AZ, Casa Grande, Maricopa, AZ, Maricopa, Oro Valley, AZ, Oro Valley, and Marana, AZ, Marana. The district also includes the Navajo Nation, Hopi Reservation, and Gila River Indian Community. Incumbent Democrat Tom O'Halleran, who had represented the district since 2017, ran for re-election. He was re-elected with 53.8% of the vote in 2018. The district had a Cook Partisan Voting Index, PVI of R+2.
