Career

He served in the State senate 1875–1879. He served as member of the constitutional convention in 1879. He moved to San Francisco, California, in 1883. He was appointed by President Arthur United States district attorney for the district of California and served from 1883 to 1886. He moved to Oakland in 1887 and continued the practice of his profession. Hilborn was elected as a Republican to the Fifty-second Congress to fill the vacancy caused by the resignation of
