. While modern technologies and video monitoring systems were utilized for surveillance, this framework did not serve as a cohesive unit to manage crisis circumstances. These advances are run by a focal control and administration engaged with constantly checking potential crisis circumstances and quickly reacting to them. The administration functions as a center point of information through which data is spread and input is gathered. As such, it is a multipurpose answer for all security issues seen by a city and is controlled by central administration. It may be said in this manner that the Safe City idea exemplifies a one-stop-shop answer for every one of the issues identified for the well-being of the public. It empowers frameworks to arrange and work together with each other to build up an instrument of effective policing for current urban areas. Its different advantages incorporate a decrease in reaction time in an event of crises, quick service conveyance, constant checking of potential security dangers at key areas, convenient goals of traffic-related issues like mishaps, blockage and stifle focuses, and successful management of crowd and uproar control.


Establishment of PSCA

To address the evolving security challenges of modern urban environments, the Government of Punjab established the Punjab Safe Cities Authority (PSCA) as an autonomous body under the ''Punjab Safe Cities Ordinance, 2015''. The primary mandate of the Authority is to design, implement, and maintain the Integrated Command, Control, and Communication Program (IC3) across the province. The ordinance was formally drafted and enacted on 7 July 2015, outlining the legal and operational framework for the Authority. It also provided for the appointment of a governing body, including a full-time Managing Director, to oversee the execution and administration of PSCA's strategic objectives. This organizational structure was created to ensure efficient, technology-driven, and coordinated public safety initiatives throughout Punjab..
