Kellogg was born in
Elizabethtown, New York
Elizabethtown is a town in Essex County, New York, United States. The population was 1,163 at the 2010 census. The county seat of Essex County is the hamlet of Elizabethtown, located in the northern part of the town. The name is derived from E ...
and Kellogg pursued an academic course. He engaged in the carpentry trade in his early youth. He went on to study law, was
admitted to the bar

in 1838, and commenced practice in Elizabethtown.

He was not a candidate for renomination in 1848.
He resumed the practice of his profession in
Elizabethtown, New York
