assumed power in Egypt in 1805, he worked to modernize the Egyptian army, introducing military records, ranks, and a mandatory conscription age. The first person to assume responsibility for the Diwan was Muhammad Lazoglu Pasha. In 1878, the first Ministry of Defense in Egypt's history was established under the leadership of Nubar Pasha. The Ministry was then headed by Ratib Pasha, followed by Aflatoun Pasha, Shahin Pasha, and finally Osman Rifki Pasha. His favoritism toward Turks and Circassians and his mistreatment of Egyptian officers caused discontent and anger. He arrested Ahmed Urabi and his companions, prompting the army to mobilize, free them, and submit a petition to Khedive Tawfiq, who reluctantly agreed to dismiss Osman Rifki Pasha and appoint Mahmoud Sami al-Baroudi in his place. A few months later, the Urabi Revolution erupted, and Ahmed Urabi assumed the position of Minister of Defense until the British occupation of Egypt.
