In 1965 he became UNEA's representative for external affairs, a precursor for his future appointment as the National Union for the Total Independence of Angola (UNITA's) Foreign Minister in August 1969. On February 9, 1976, Sangumba officially announced that the central Angolan city of Huambo, where two Western-supported nationalist movements proclaimed the establishment of a government the previous November, had fallen to Soviet-supplied Angolan forces led by Cuban troops.
