He served as a member of the state house of representatives from 1862 to 1866, and as member of the state senate in 1870. Brown served as Secretary of the Territory of Wyoming from 1873 to 1875. He moved to

in 1875 and later became a member of the state senate there, serving from 1880 to 1883.

He resumed the practice of law in
